Manage the Service Tender preparation for Railways Systems, Infra and RS maintenance from the Win-NoGo meeting up to the Tender Transfer Meeting

Mission
Objectives
To produce world class maintenance offers in the MEA region for the following criteria
* Manage the full bid team from Win No go up to TTM transfer to the maintenance team
* Bid Competitiveness based on organisational & technical efficiency and synergies
* Secured QCD (Quality-Cost- Delivery): best use of Return on Experience, Reference Libraries, industrial optimization and Risk Management
* Analysis of the requested performance KPI and strategy to reach them and avoid any penalties during the contract phase
* Optimise the Life Cycle Cost proposing Capex/Opex improvements with D&B offers and optimizing the renewal plans
* Contractual balance: clear scope sharing, fair and applicable clauses, performance proof
Measurement
* Winning profitable bid
* Compliance with Tender schedule and Tender cost budget
* Compliance with Tender Maintenance Procedures
Activities
* To assign clear and appropriate targets to the Tender Team members (Tender Management Plan)
* To lead and to coordinate the Turnkey maintenance offer
* To negotiate the tender T&Cs with the future Maintenance customer (usually the operator), including the performance targets, the scope sharing, etc…
* To drive and challenge the costing process
* To manage Tender Reviews Reporting and all validation steps
Candidate Requirements
Desired Knowledge / Experience
Graduated Engineer
5 years of professional experience minimum in Railways Transport systems
5 years' experience of bid management in Middle East and Africa Region ( MEA )
Good communication and networking skills
Leadership and influential
Excellent writing skills
Good command of Alstom tendering and PM tools and processes or equivalent
Fluent in English, Arabic and French Language
Technical Skills and Competencies
Bid management experience for Services offers for:
- Rolling stock Services/maintenance for tramway, Metro and locomotives
- Infrastructure Services/maintenance ( Track , catenary , power supply , Depot equipment )
- Signalization and Telecommunication Services /maintenance
- Full transport systems (Tramway, Metro, main lines) Services/maintenance
RAMS, LCC, RCM (Reliability Centred Maintenance) & ILS (Integrated Logistic Support) experience
Finance experience for firming and hedging management
Bid management of several offers in each of the following region:
North Africa
Middle east
